Non State actor

  Non-State-Actor: 

Non-state actors are those Groups or Organisations which are not directly connected with the government, Funded or helped. These non-state groups are basically NGOs, private sector entities, philanthropic foundations and academic institutions, corporates etc. This is one of the most significant tools/weapons of Urban Naxals which are required to facilitate their Anti-Nation agenda. 

These Non-State actors provide a shield to these Urban Naxals and they are well-known people with good popularity and respect, which enables the Urban Terrorists/Naxals to involve Civils/students/religious leaders to speak against and work against the Establishment/ Government of the respective Country.
