The Central Vista redevelopment project is a Narendra Modi-led government project aimed to redevelop 3.2 KM. The Central Vista area in New Delhi was built by the Britishers in the 1930s. 

What is Central Vista?

Highlights of the Central Vista Project-
  • This project is interpreted by some as a reconstruction of parliament itself. But that is not the case.
The Plan includes:

1. New Parliament,

2. Prime Minister and Vice president’s Residence along with,

3. 10 building blocks that will accommodate all Government Ministries and departments.

  • Budget for Central Vista -  The total cost is 20,000 crore and the project is estimated to be completed by 2024. 
  • Contractor for New Vista - In September, Tata Project won a bid to construct a new Parliament for 861.90 crores.

 Let's discuss the new project blueprint- 

1. The new Parliament House will not have a central hall but the new Lok Sabha hall will be revamped to conduct a joint session easily.

2. Seats in Lok Sabha hall will be increased from 552 to 888 considering the increase in the number of MP's in the upcoming years.

3.The seating arrangement of Rajya Sabha will be increased from 245 to 384.

4. It will be earthquake safe, keeping into consideration the risk of earthquakes in the area.

5. Theme of Lok Sabha - Peacock (National Bird), Rajya Sabha - Lotus (National Flower)

6. The building's construction will be eco-friendly and will be designed by HCP Design Planning and Management Private Limited.

7. Increase in the number of committee rooms.

8. 530 seats especially for media and special arrangements for the general public to become spectators.

9. Better fire safety, easy access to public entry.

Need for a new Parliament 
  • Due to the increase in population almost by four times since Independence, an increase in the number of Lok Sabha constituencies through delimitation can not be stopped. It is calculated and several reports have indicated that the size of the Lok Sabha will be increased to more than 800, from the current strength of 543 and this immense increase in the seats can not be done with the mere renovation. (I will create a separate blog to help you understand how the delimitation process works) 
  • In the current Parliament, following covid protocols is next to an impossible task, MPs have to be relocated from the other house which is delaying even the basic work of the parliament.

  • Even Frank Rausan Pareira, the former anchor at RSTV (Rajyashabha TV),  clearly pointed out that every time we walk out of parliament, there is a constant reconstruction going on and many reports have also indicated that the Indian parliament's 100-year-old building has surpassed the age of renovation. Constant expenditure has to be incurred due to this renovation. 

  • The existing parliament is not even earthquake-proof:  The current parliament building lies in seismic zone IV which is also known as Severe Intensity zone, and no one can guarantee how long a 100-year-old building can bear a shake of an earthquake.
